The top set is 4659602 and it was a freebie handed out by the Swedish store Barnen Haus for buying any Friends set. With only 17 pieces there's not much to it. You make the small display stand out of a 4x6 tile, a not very interesting printed logo and picture, propted up by a panel and a couple of plates. They used the same technique in a recent valentine set. You can pick up one on Bricklink. The prices range from 8 to 15 bucks and they are mostly in Sweden. Not something I would bother with. The picture is good enough for my Friends collection and it saves me 10 bucks to buy something else.
That's 6006139 Best Friends Promotional Brick Set above. It's only got two parts and Brickset says it was available at Friends promotional events. I am assuming that they were given out in the US because as I write this post there are three on Bricklink and they are all from US sellers. The prices range from 11 to 15 bucks. Not totally out of line for something that is pretty rare but not something that would make sense for me to buy. If they were a couple of bucks I might. I just don't need more stuff to store and not use. Here's the front and back of the bricks. you'll have to imagine them stacked since I didn't find a good enough picture on the internet to show that.
