Even though I had found some nice downloads of the 3 Whistling films with Red Skelton I wound up buying the 3 disc collection from the Warner Brothers Archive Collection. It's 22 bucks on Amazon. I was glad I did, the discs have a nicer version of the movie, the scans were pretty darn good, but the discs are better.
