Sumiko Fuji returns for the 4th in the series. This time Ryuko Yano pledges to help a dying yakuza to finish his railroad building project. She has no train building experience but she's determined that the tracks will get laid and the trains will roll. The local area is loaded with coal which has always moved by small boats down the river. The coal companies want the trains to do that job, it's cheaper and you can move more coal, quicker. The boatmen don't care for the change, they'll be out a job, they stir up trouble.
Ryuko gets more trouble from the rival yakuza gang that wants to take the project over, they'll use any dirty trick they can, murder means nothing to them. Ryuko has her hands so full there isn't any time for her to be gambling. There's all the other usual stuff, yelling, fighting, star crossed lovers, family honor, stabbing, gun shooting, even some dynamite explosions, all ending in a nice big battle by the river. Enjoyable to the end.
